TB9051FTG Single Brushed DC Motor Driver Carrier VCC Issue

I have purchased three TB9051FTG Single Brushed DC Motor Driver Carriers and want to use the VCC pin to power external logic components. However, when the board is powered by 11.5V, VCC is about 0.3V when it should be 5V. Only connections are:
Vin --> 11.5 V
GND --> Battery Negative
ENB --> Battery Negative

Am I correct to assume that VCC should read 5V? Any ideas why three boards read 0.3V instead?

As described in the “Using the motor driver” section of the product page description, the TB9051FTG requires a 5V regulated logic voltage to be supplied to VCC. That pin is not an output.
