36v4 USB will not Connect Windows 11

I recently received my new 36v4 USB stepper controller. I am attempting to connect to it via a USB port on my desktop computer to the Pololu Tic Control Center. The Connected to dropdown box does not show any devices available.

I am running Windows 11 Pro 64 bit ver 23H2. 13th Gen Intel(R) Core™ i9-13900K 3.00 GHz w/ 128GB RAM.

I have tried numerous USB ports.
I have tried 3 different USB cables.
When I open Device Manager I do not see the 36v4 listed

The Green and Yellow LEDs are flashing slowly at about 1 flash per second.
The Red LED is on continuously. (I do not have any motor power supply connected.)

When I installed the Pololu Tic Control Center it did not ask me to install any additional drivers. Are there any additional drivers needed for Win 11 ?

The only other device that I own that uses this same USB connection is a Sony 7Rii camera. It has a multi-port that has this connector. I have tried connecting to it with each of the 3 cables I have on hand and haven’t been able to connect to it with any cable. I have tried this on both my desktop and laptop computers.

Hello.

When you connect the Tic to a computer via a USB cable, the green LED will start blinking slowly. This blinking continues until the Tic gets a particular message from the computer that indicates that the Tic is recognized. After the Tic gets that message, the green LED will be on (with some brief flickering when there is USB activity).

If the green LED on your Tic continues blinking slowly, it is having problems communicating with the computer, and the most common issue is the USB cable. Some USB cables are only intended for charging and do not have the required data lines for communication. It sounds like you were unable to connect to your Sony camera using the same 3 USB cables, so I suspect your cables are solely intended for charging and you will need to get a USB A to Micro-B data cable.
