Hello.
It looks like you’re using Arduino 1.6.11, which is a very old version; could you try updating to the latest Arduino 1.8.x, if not 2.x?
If you still receive the same error, could you try navigating to the directory it is specifying (i.e. C:\Users\Ysa\Documents\Arduino\hardware\pololu\avr) and making sure the README.md file is there?
