Can the USB to Serial Adaptor Item #391 be used to interface a USB joystick to a BASIC stamp microcontroller
The joystick would connect to the adaptor which would connect to the BASIC stamp, there would be no PC involved

No. USB is an asymmetric protocol that only allows for connection between a host (e.g. computer) and a device. You can’t connect our USB to Serial adapter to a USB joystick because they are both USB devices and neither can be a host.
