I’ve just started using a S13V30F5 running off a 7v battery. The output is at 7v. Do you need to connect both ground pins on the board?

The ground pins on the board are connected internally; having two of them is for convenience so you can use one for your an input source and one for your output.
Did the regulator ever output the expected 5V for you and did you ever have any load connected to the output?
Can you post pictures of your setup that show all of your connections (including how you are measuring the output), as well as close-up pictures of both sides of the regulator?
