You might be able to use each V+ and V- pair for a single Peltier, regardless of whether or not you use it with a Simple Motor Controller or DPDT switch. However, you should make sure the power supply you are using can source enough current per V+ and V- pair (i.e. at least 7A each, or 14A total, when both pairs are being used).
