Recently I bought a D24V150F12 regulator. I supplied 24V DC to it and even before loading it is getting heated so much to burn the fingers. Does it get heated without even loading?

I moved your post to the “Voltage regulators” category of the forum since it is more appropriate.
That regulator can have a quiescent current of up to 100mA, which I generally wouldn’t expect to get hot enough to burn you. Do you have anything connected to the output at all? Could you measure the input current draw? Also, could you post some pictures of your setup that show all of your connections?
