It is generally beyond the scope of our direct technical support to design systems and come up with parts lists, but I can help point you in the right direction. There are probably a lot of ways you could go about doing a project like that. For actuators, RC Servos are the first thing that comes to mind. The electronics are going to depend on how you want to control it. For example, the simplest, but least customizable option would be to control the servos using an RC transmitter and receiver pair. Alternatively, if you want it to be autonomous or controlled through a computer or pushbuttons, you could consider something like our Maestro Servo Controllers.
You might do some searching online to see if you can find a similar project to base yours on.
