Help using IR beacon transceiver pair with Arduino UNO

Hello,

I want to use IR beacon transceiver pair to track a person, one IR beacon will be with a person (target) and another on the object (follower). I am having difficulty programming the IR beacons. How can I achieve this? Please help, thank you in advance.
