We have a tic driver connected to a RPi4. Is it ok to shutdown the RPi and disconnect the stepper motor power before de-energizing the driver? Would that hurt the driver or damage it?
Is de-energizing the drives necessary prior to shutdown and if so when should it occur?

In general, it is not good practice to remove power to a system like that while it is running. Ideally, it would be better to have the Tic deenergize the motor before removing power (maybe you can make that part of the Raspberry Pi shutdown process). However, you might try looking at the Tic’s supply voltage with an oscilloscope to see if a sudden disconnection causes any spikes to be concerned about.
