do you know, if D24V5F3’s Vout and Vin (24V) pins were to be shorted, would short circuit protection kick in and protect the regulator or would it be destroyed?

The short circuit protection listed on the D24V5F3 product page specifies protection against VOUT being shorted to ground. It has no protection against shorting VIN to VOUT, and connecting those while the regulator is operating could damage it.
