3mm width 19mm diameter wheels

I’m looking for wheels for a Thomas and Friends train engine project I’m working on.
I’ve searched high and low for almost 3 weeks without any luck.
The width can be up to 6mm, but 3mm is ideal.
The diameter should be a few mm’s within 19mm.
At this point, any material will do, but if I have a choice, I’d like the wheels to have rubber(or similar) tires for better traction.

Unfortunately, all of the wheels we carry are significantly larger than what you are looking for. The smallest wheels that we have are 32x7 mm (diameter x width).
