I have this Mini Pushbutton power switch, I want to use it to power on an arduino that is powered by battery and power off when signaled by the arduino. What is the power draw on the switch when it is not powering the arduino?

When the switch is in the off state, it should draw about 0.01uA. You can find additional specifications like this in the product comparison table on the switch’s product page.
