I’m unfamiliar with the terminology here. If a is a “carrier board” for b, does that mean if I buy an a, it comes with a b already on it? Or would I need to get my own b and put it on the a myself?

The HIH-4030 Humidity Sensor Carrier has Honeywell’s HIH-4030 humidity sensor already on it, so you do not need to install that chip separately.
