I have an application where I need to be able to supply 30-40A to a DC motor while using PWM to drive the controller. Is connecting two 18v25 motor drivers in parallel a valid option or should I look for something bigger (which from what I can tell is not available via Pololu)?

Generally, it is not a good idea to parallel motor drivers. Instead, you might consider using one of our RoboClaw Motor Controllers.

I looked at them but they do not fit my application. I need a controller that I can control with a PWM input and a direction input and the Roboclaw does not appear to support it directly. Thanks.
