How to Set Pins Out as High or Low?

I want to turn some LED’s on and off with serial TTL. (high and low are for transistor)

In the Maestro Controller I can do it, by setting the pins to out, Enabling them and setting a Value larger than 1500.

What do I need to send to enable and set 1500 for High?
