In a general sense, yes, our jrk USB motor controller with feedback would work as a governor, but it sounds like you might be looking for something more specific, which we do not know about.
The controller’s reaction time will be determined by the PID period configuration parameter. However, the shorter your PID period is, the fewer pulses per period the jrk will count per period, resulting in a lower resolution for the speed measurement.
