A4988 Stepper question

I have a NEMA 14 0.9deg stepper and am having an issue with bad chattering and rough movement. It is a bipolar with standard wire color an dwired to the 1a 1b 2a 2b per directions.
Any idea what could cause this? Is ok to drive steppers that are not 1.8deg per step.

The most likely problems are improper current limit setting or inadequate power supply.
